UK Visa Update August 2025 - New Rules for Students and Skilled Workers

Students and skilled workers are amongst those affected by the major shifts in the UK government immigration system, which will be in effect July 22, 2025. These changes, as described in the Immigration White Paper Restoring Control over the Immigration System (May 2025), will help to bring down net migration, focus on high-skilled talent, and stimulate the development of the domestic workforce.

Skilled Worker Visa: Increased Skill and Salary Level

  • The Skilled Worker Visa route, a favorite route of international professionals, has tighter rules to prioritize high-skilled jobs. This is what is new:
  • Skill Level Upscale: Jobs now have to be at Regulated Qualifications Framework (RQF) Level 6, which is a bachelor degree. This eliminates approximately 180 jobs that used to be available at RQF 3-5 (e.g. mid-skilled hospitality and logistics jobs). Until December 31, 2026, only the roles on the Immigration Salary List (ISL) or Temporary Shortage List (TSL) below RQF 6 can be sponsored.
  • Increasing Salary Threshold: The minimum salary level required to apply as Skilled Workers Visa has been increased to 41,700 pounds per annum, up to 38,700 pounds. PhD holders have a threshold of 37,500 and STEM PhD jobs, new entrants, or ISL jobs RQF 6+ has a threshold of 33,400. Positions under RQF 3-5 on the ISL or TSL must pay a minimum of 25,000 or the going rate of the occupation, whichever is the higher. There is also an hourly minimum wage of 17.13 (48 hour week).

Care Worker Visa

  • The Health and Care Worker Visa route to new overseas care workers (SOC codes 6135 and 6136) will close on July 22, 2025.
  • Other workers who have been in-country and have worked at least three months can transfer to this pathway until July 22, 2028, and they are not permitted to bring dependants.

Transitional Arrangements

  • Workers who are already in the Skilled Worker route by July 22, 2025, can remain in RQF 3-5 jobs, renew visas, switch jobs, or accept additional employment up to at least July 22, 2028, without the new RQF 6 requirement.
  • Nonetheless, there are new salary thresholds that are applicable to any applications, including renewals.
  • The purpose of these changes is to minimize dependence on foreign workers and respond to the issue of exploitation in such fields as social care.
  • To retain existing regulations on eligible positions, employers will have to apply fast by offering Certificates of Sponsorship (CoS) prior to July 21, 2025.

Effect on Employers

Sponsored skilled workers are new challenges to the businesses:

  1. Audit Job Roles: The role must be at RQF Level 6 or on the ISL/TSL. The domestic recruitment strategies are necessary in non-eligible roles.
  2. Adjust Salaries: Update payroll to reflect new salary levels, since transitional relief is unavailable where there are changes in salaries.
  3. Greater Expenses: The Immigration Skills Charge has also risen by 32% which has resulted in the increase of visa fees to medium and large sponsors by 320 pounds per annum.
  4. Workforce Planning: Industry such as hospitality, logistics, and care should invest in training UK workers to cover the shortages caused by limited access to visas.

Student Visa and Graduate Route Changes

  • The government plans to change the student visa and graduate route.
  • The strictness in regulations by international students and graduates is to meet the demand of reducing net migration in the UK and making it an attractive study destination. Important updates are:
  • Graduate Visa Reduced: The Graduate Visa which enables foreign students to remain and work in the UK after graduating their degree has been cut to 18 months instead of two years across the board (including PhD holders who had a three-year term).
  • Dependant Restrictions: PhD students and researchers are the only ones who are allowed to bring dependants. Other students, those who are on bachelor or master programs are no longer eligible.
  • Tougher Sponsor Regulations: Universities have to maintain better enrolment and course completion rates to maintain their sponsor licences. There is a proposal to charge a levy on international student fees that may add up to the expenses of institutions.
  • English Language Requirements: Dependants of students and workers are to be required to show basic English language ability (A1 level) to receive visas and higher levels (A2 level extension, B2 level settlement) are to be introduced.
  • The changes are meant to guarantee that international students benefit the UK economy as well as alleviate the fears of visa overstays and low-skilled work after graduation.

What This Implies to the Students

  • Less Time to Find a Job: The Graduate Visa has been reduced to 18 months, and this means the students have fewer opportunities to find a job, and early career planning is essential.
  • Increased Expenses: There is possible university fee imposition that may raise the cost of tuition, which is a factor that influences affordability.
  • Family Restrictions: Non-PhD students are not allowed to bring family members, and this affects those students who intend to study together with their partners or children.

Why These Changes Matter

  • The UK immigration reforms are characterized with a shift towards the high-skill low-volume migration model. The government hopes to achieve this by increasing the level of skills required and salary rates, blocking care worker channels, and restricting the student visa regulations.
  • Lower net migration that was 906,000 in 2023.
  • Bring in exploitation in other industries such as social care where misuse of visas has been noted.
  • Stimulate the investment of businesses and universities in UK talent and infrastructure.
  • To applicants, it translates to increased eligibility thresholds and a reduced chance of getting mid-skilled jobs or sponsorship to families.
  • Employers and universities have to adjust to increased compliance and more expenses.

How to Prepare

Skilled Workers and Employers

  • Time is of the Essence: Apply to CoS by July 21, 2025, to apply old rules.
  • Review Eligibility: Does it match RQF 6 or the ISL/TSL?
  • Update Contracts: Adjust salaries to the new thresholds to prevent visa denials.
  • Domestic Strategy: Come up with training programs to minimize the number of overseas hires.

For Students

  • Plan Ahead: Find employment during the 18 months Graduate Visa.
  • Check Sponsor Status: Review that your university conforms to new sponsor requirements.
  • Better English: Get ready to take tougher language exams on you and dependants.

Final Thoughts

These modifications are not the last step in the reform, and more modifications will occur in the future after the review by the MAC in June 2025. To get the most up to date advice, go to GOV.UK or seek an immigration specialist. With this new set of rules, students, workers, and employers will be able to work around the new immigration environment in the UK with confidence.
